The Popla Foothills Skyview Tower in The Legend of Zelda: Tears of the Kingdom cannot be activated immediately because its terminal needs repairing.
To unlock it, you need to free Elmerson, the repairman trapped beneath the tower inside the Popla Foothills Excavation Site. Once released, he returns to the tower and fixes the terminal so Link can activate it.
Popla Foothills Skyview Tower location
The tower sits in West Necluda, south-east of Hyrule Field, at approximately:
0605, -2127, 0092
When you enter the tower, the terminal will not function.
A nearby cry for help points you towards Popla Foothills North Well, directly in front of the tower. Dropping into the well allows you to find Elmerson trapped behind bars underground.
How to unlock Popla Foothills Skyview Tower
You cannot free Elmerson from the well side of the bars.
Use Ascend to return to the surface, then head south from the tower and descend to the base of the hill.
Look for the entrance to the Popla Foothills Excavation Site at approximately:
0608, -2213, 0052
Enter the cave and follow the short passage until you reach the opposite side of Elmerson’s cell.
Step onto the floor switch beside the bars to release him.
Elmerson gives Link 50 Rupees as a reward before heading back to Popla Foothills Skyview Tower to repair the terminal.
You can then use Ascend inside the cave to return quickly towards the tower.
Once Elmerson has completed the repairs, interact with the terminal inside Popla Foothills Skyview Tower and stand on the launch pad to activate the tower and reveal the surrounding map data.
